Resumo: O Sistema Participativo de Garantia (SPG) se configura enquanto metodologia de avaliação da conformidade, que busca por meio do envolvimento e da participação dos atores interessados conferir a qualidade orgânica dos produtos e serviços. São sistemas construídos com base nas relações de confiança, nas redes sociais e na troca de conhecimentos. O reconhecimento do SPG no Brasil enquanto mecanismo credível de garantia da qualidade orgânica se deu por meio da regulamentação da Agricultura Orgânica iniciada com a sanção da Lei 10.831, de 2003, fruto de 10 anos de diálogo e construção coletiva entre governo e sociedade civil. O objetivo desta pesquisa foi descrever o processo de construção e conformação das redes formadas pelos SPGs brasileiros, buscando conhecer a motivação e a trajetória de constituição de cada um deles, identificar os diferentes atores que tornam possível o funcionamento dos SPGs, descrever o processo de tradução na expansão dos SPGs, investigar as conquistas e os desafios para o funcionamento dos SPGs, bem como a adequação dos seus mecanismos à realidade da agricultura familiar. A Teoria do Ator-Rede foi utilizada como orientação teórico-metodológica, assumindo a descrição como método de pesquisa. Dos 27 SPGs brasileiros com OPACs credenciados até 2019, 24 participaram deste estudo, o qual utilizou análise documental, observação participante, questionários, entrevistas e grupo focal como instrumentos de coleta de dados. A pesquisa demonstrou que tanto os procedimentos adotados pelas várias redes de SPG para a avaliação da conformidade quanto a construção de documentos e normativos foram inspirados nos modelos pioneiros da Rede Ecovida de Agroecologia da Região Sul e da Associação de Agricultura Natural de Campinas e região (ANC). Por meio de um estudo de caso no SPG Orgânicos Jequitinhonha, a pesquisa constatou que a adequação dos mecanismos de geração de credibilidade às diferentes realidades depende do processo de tradução, ou seja, dos desvios e modificações que a metodologia sofre ao ser deslocada ou transportada de um lugar para outro. As entidades colaboradoras têm papel relevante para o funcionamento dos SPGs, atuando como mediadoras e animadoras dos processos sociais desenvolvidos nessas redes. Por fim, considera-se que a rede de conhecimentos gerada por meio do envolvimento e da participação de diferentes atores constitui o maior ativo de um SPG, proporcionando trocas de experiências que contribuem para a circulação das informações que levam ao resgate e à preservação de práticas e de conhecimentos agroecológicos

Abstract: The Participatory Guarantee System (PGS) is a conformity assessment methodology that check the organic quality of products and services through the involvement and participation of stakeholders. They are systems built on the basis of trust relationships, the social networks and the exchange of knowledge. The recognition of the PGS in Brazil as a credible mechanism for guaranteeing organic quality occurred through the regulation of Organic Agriculture initiated with the sanction of Law 10,831/2003, which was the result of 10 years of dialogue and collective construction between government and civil society. The objective of this research was to describe the process of construction and conformation of the networks formed by the Brazilian PGS, attempting to find the motivation and trajectory of each Brazilian PGS, to identify the different actors that make the operation of the PGS possible, to describe the translation process in the expansion of the PGS, to investigate the achievements and challenges for the operation of the PGS, as well as the adequacy of their mechanisms to the reality of family farming. The actor-network theory was used as a theoretical-methodological guideline, assuming the description as a research method. Of the 28 Brazilian SPGs, 24 participated in this study that used documentary analysis, participant observation, questionnaire, and interviews as instruments of data collection. The research demonstrated that both the procedures adopted by the various PGS networks for the assessment of conformity as well as the construction of documents and regulations were inspired by the pioneering models of the Ecovida Agroecology Network in the South region and the Natural Agriculture Association of Campinas and Region (ANC). Through a case study developed at the PGS Orgânicos Jequitinhonha, the research found that conformity assessment mechanisms are not always adequate to the socio-cultural reality of family farming, especially when referring to traceability instruments. This adequacy depends on the translation process, that is, the deviations and modifications the methodology suffers when it is moved or transported from one place to another. Collaborating entities have a relevant role in the functioning of the PGS, since they act as mediators and animators of the social processes developed in these networks. Finally, it is considered that the knowledge network generated through the involvement and participation of different actors constitutes the greatest asset of a PGS, providing exchanges of experiences that contribute to the circulation of information that lead to the rescue and preservation of agroecological practices and knowledge
