Resumo: Esta pesquisa tem como objetivo geral analisar como e porque a União Nacional dos Estudantes (UNE) incorpora no seu enquadramento discursivo e no seu repertório organizacional o combate ao racismo, no período de 1995 até 2016. Durante os governos liderados pelo Partido dos Trabalhadores (PT) ¿ 2003 a 2016 ¿ foram construídas políticas públicas que ampliaram o acesso ao ensino superior, como o PROUNI, o REUNI, e a "Lei de Cotas", possibilitando uma maior inserção de pessoas negras e com vulnerabilidade socioeconômica nesses espaços. Parte-se da hipótese de que essas políticas se apresentam como oportunidades políticas para o engajamento dos estudantes negros na direção da UNE, proporcionando uma maior incidência da questão racial nas suas ações e elaborações públicas. Elencou-se a UNE como lócus de análise em virtude da sua relevância no movimento estudantil nacional, na medida em que ela figura como a maior e mais antiga entidade representativa estudantil do Brasil. Compreendendo as universidades como um lugar de reprodução das elites, e o movimento estudantil possuindo tradicionalmente um perfil majoritariamente branco e oriundo dos segmentos médios, esta pesquisa pretende estudar em que medida o combate ao racismo aparece no interior da UNE e os conflitos e consensos que essa pauta provoca. Abstract: This research has as its general objective to analyze how and why the National Union of Students (UNE) incorporates in its discursive framework and its organizational repertoire the fight against racism, in the period from 1995 to 2016. During the governments led by the Workers Party (PT) ¿ 2003 to 2016 ¿ public policies were developed that expanded access to higher education, such as PROUNI, REUNI, and the "Quota Law", allowing a greater insertion of black people and those with socioeconomic vulnerability in these spaces. It starts from the hypothesis that these policies present themselves as political opportunities for the engagement of black students in the direction of UNE, providing a greater incidence of the racial issue in their actions and public elaborations. UNE was listed as a locus of analysis due to its relevance in the national student movement, as it appears as the largest and oldest student representative entity in Brazil. Understanding the universities as a breeding ground for the elites, and the student movement traditionally having a mostly white profile and coming from the middle segments, this research intends to study to what extent the fight against racism appears inside the UNE and the conflicts and consensus that this agenda causes.
