Resumo: A presente dissertação buscou refletir sobre o trabalho de enfrentamento do abuso sexual (ações protetivas e preventivas) de uma das três instituições de educação infantil, localizada na sede, ligada ao poder público municipal de Benjamin Constant (AM), que atende crianças entre 4 e 5 anos de idade. Problematizou a questão do direito da criança à infância; descreveu, analisou e categorizou os aspectos que constituem o fenômeno do abuso sexual de crianças; mapeou a incidência do abuso sexual e procurou analisar os procedimentos político-pedagógicos efetivados no âmbito de uma instituição de educação infantil. Fundamentou-se numa abordagem qualitativa desenvolvida a partir do estudo de caso. Embora se considere que a escola se constitua como uma instituição importante na constituição da rede e lugar privilegiado de atenção integral à criança, além de deter as condições legais para a prevenção, de acordo com o ECA, observou-se que há insuficiência no trabalho da prevenção primária e secundária do abuso sexual na instituição de educação infantil do município e uma inoperância das ações na perspectiva de rede. É essencial à rede de proteção a responsabilização do Estado na implementação das políticas, além de investimento público expressivo para proporcionar um progresso efetivo e duradouro na proteção à criança. A atitude de educar e cuidar pode propiciar a aprendizagem de si mesma como um ser de valor, dando condições para uma elaboração pessoal de forma emancipatória frente às manifestações da sexualidade. Abstract: The present dissertation has sought to reflect on the work on combating sex abuse (protective and preventive actions) in one of the three institutions for children¿s education, located in the headquarters, linked to the municipal public power of Benjamin Constant (AM), which attends children between four and five years old. It has discussed the question of children¿s rights to childhood; described, analyzed and categorized the aspects which constitute the phenomenon of sex abuse in children; mapped the incidence of sex abuse and tried to analyze the effective political and pedagogical procedures in the realm of an institution for children¿s education. The dissertation was based on a qualitative approach developed from a case study. Although the school is considered as an important institution in the constitution of the net, and a privileged place of full time attention to the child, as well as having the legal conditions for prevention, according to ECA, it was observed that there is insufficient work on primary and secondary prevention to sex abuse in the institution of children¿s education in the town, and the actions in the perspective of the net are inoperative. It is essential for the net of protection to demand that the State be responsible for implementing policies and do expressive public investment to provide an effective and long-lasting protection to children. The attitude to educate and take care may lead to one¿s learning of oneself as a valuable being, providing conditions for a personal and emancipatory elaboration in face of sexual manifestations.
