Resumo: Os novos contornos institucionais assumidos pelo Poder Legislativo após a promulgação da Constituição Federal de 1988 modificaram consideravelmente a atuação parlamentar, o que contribuiu para o fortalecimento e para a consolidação da importância deste poder nos arranjos democráticos. A complexidade dos contextos econômicos, sociais e políticos que se materializaram após a redemocratização e a expansão do uso de dados e informações técnicas nos processos decisórios governamentais impulsionaram a estruturação de organizações de suporte informacional no interior do Poder Legislativo, as chamadas consultorias legislativas. Faz parte dos interesses desta investigação, então, aprofundar os entendimentos acerca do suporte técnico-informacional proporcionado pela consultoria legislativa a fim de observar a dinâmica informacional existente no processo decisório legislativo e a influência que a utilização de dados e informações pode exercer sobre os posicionamentos dos parlamentares. Complementarmente este trabalho procura refletir sobre o processo de desenvolvimento dos produtos informacionais no interior da consultoria legislativa, observando o potencial interdisciplinar desta organização. A partir da sistematização da literatura disponível sobre a consultoria legislativa, do deslocamento das teorias neoinstitucionalistas para discussão sobre o assessoramento informacional e das contribuições feitas pelos consultores legislativos através dos questionários foi possível esboçar algumas reflexões sobre o papel das comissões no que diz respeito à questão informacional legislativa, debater sobre as particularidades do caso brasileiro em relação aos pressupostos da teoria informacional do neoinstitucionalismo e analisar, introdutoriamente, o alcance informativo da consultoria Ver menos

Abstract: The new institutional contours assumed by the Legislative Branch after the promulgation of the 1988 Federal Constitution considerably modified parliamentary action, which contributed to strengthening and consolidating the importance of this power in democratic arrangements. The complexity of the economic, social, and political contexts that materialized after re-democratization and the expansion of technical data and information in government decision-making processes led to structuring information support organizations within the Legislative Branch, the so-called legislative consultancies. It is, therefore, in the interests of this research to deepen our understanding of the technical-informational support provided by the legislative consultancy in order to observe the information dynamics that exist in the legislative decision-making process and the influence that the use of data and information can have on the positions of parliamentarians. In addition, this work seeks to reflect on the process of developing information products within the legislative consultancy, observing the interdisciplinary potential of this organization. Based on the systematization of the available literature on legislative consultancy, the displacement of neoinstitutionalist theories to discuss informational consultancy, and the contributions made by legislative consultants through the questionnaires, it was possible to outline some reflections on the role of legislative committees concerning the legislative informational issue, debate the particularities of the Brazilian case with the assumptions of the informational theory of neoinstitutionalism and analyze, introductorily, the informational scope of consultancy Ver menos
