Resumo: A regionalização do turismo no Brasil é instituída pelo Programa de Regionalização do Turismo, de 2004, e instrumentalizada com a construção do Mapa de Turismo Brasileiro, que define as zonas turísticas dos estados. No estado da Bahia, em 2019, foram classificados 133 municípios em 13 zonas turísticas. Destas zonas, 06 estão no litoral baiano, totalizando 53 municípios. Assim, a presente tese analisa as características estruturais dos municípios turísticos do litoral do estado da Bahia, classificados pelo processo de regionalização. Especificamente, descreve as políticas públicas de turismo nacional e estadual; mapeia e analisa as alterações territoriais do turismo no estado da Bahia, de 2004 a 2019; caracteriza os elementos estruturais nos municípios do litoral baiano e; constrói indicadores multidimensionais que reflitam os municípios litorâneos regionalizados. A pesquisa foi dividida em quatro etapas: i. análise documental do aparato institucional das Políticas Públicas de Turismo no Brasil e no estado da Bahia; ii. identificação das alterações territoriais no estado, através de mapas construídos no QGIS; iii. análise descritiva (medidas de tendência central e medidas de dispersão, representados em tabelas, gráficos e mapas), Análise dos Componentes Principais (ACP) e Análise de Agrupamento de um conjunto de 25 variáveis; iv. construção de indicadores. Constata-se que, as políticas públicas de regionalização do turismo são recentes, vêm evoluindo para aprimorar a caracterização da atividade no território, mas carece de critérios mais objetivos e técnicos para a definição dos municípios turísticos e de planejamento coordenado e integrado para a expansão organizada da atividade. A análise através da ACP e da análise de agrupamento permitiu visualizar o grau de heterogeneidade dos dados, e a concentração da estrutura turística em Salvador, capital do estado; e da estrutura hoteleira em Porto Seguro e Mata de São João, reforçando as dinâmicas centrípetas. As duas dimensões do Índice Estrutural do Turismo, estrutura turística e estrutura básica, demonstram que há grandes diferenças estruturais inter e intra às zonas turísticas litorâneas do estado da Bahia. Enfim, as políticas públicas de turismo voltadas à regionalização precisam fomentar ações e investimentos que atenuem as distâncias estruturais nas regiões. Ver menos

Abstract: The regionalization of tourism in Brazil is instituted by the Tourism Regionalization Program, from 2004, and instrumentalized with the construction of the Brazilian Tourism Map which defines the tourist areas of the states. In 2019, 133 municipalities were classified in 13 tourist zones in the state of Bahia. Of these areas, 06 are on the coast of Bahia, totaling 53 municipalities. Thus, this thesis analyzes the structural characteristics of the tourist municipalities on the coast of the state of Bahia, classified by the regionalization process. Specifically, it describes national and state public tourism policies; it maps out and analyzes the territorial changes in tourism in the state of Bahia, from 2004 to 2019; it characterizes the structural elements in the municipalities of the coast of Bahia and; builds multidimensional indicators that reflect regionalized coastal municipalities. The research was divided into four stages: i. documentary analysis of the institutional apparatus of Public Tourism Policies in Brazil and in the state of Bahia; ii. identification of territorial changes in the state, through maps built in QGIS; iii. descriptive analysis (measures of central tendency and measures of dispersion, represented in tables, graphs and maps), Principal Component Analysis (PCA) and Cluster Analysis of a set of 25 variables; iv. construction of indicators. It seems that the public policies of regionalization of tourism are recent, have been evolving to improve the characterization of activity in the territory, but they lack more objective and technical criteria for the definition of tourist municipalities, and coordinated and integrated planning for the organized expansion of activity. The analysis through the PCA and the Cluster Analysis allowed to visualize the degree of heterogeneity of the data, and the concentration of the tourist structure in Salvador, capital of the state; and the hotel structure in Porto Seguro and Mata de São João, reinforcing the centripetal dynamics. The two dimensions of the Structural Tourism Index, tourist structure and basic structure, demonstrate that there are major structural differences among and within coastal tourist areas in the state of Bahia. Finally, public tourism policies aimed at regionalization need to encourage actions and investments that mitigate structural distances in the regions. Ver menos
