Resumo: Esta pesquisa apresenta e analisa a participação das instituições sem fins lucrativos na oferta do atendimento da educação infantil em Campinas com destaque ao período de 2007 a 2016, por se constituir como um período de vigência do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB), lei n. 11.494/2007, em que a educação infantil e as instituições sem fins lucrativos foram incluídas na distribuição de recursos do fundo. Pesquisas anteriores realizadas no âmbito do GREPPE, por Arelaro (2008) e Araujo e Pinto (2017), indicam que a inclusão do setor privado não lucrativo na política de distribuição de recursos do fundo constitui "resultado do intenso processo de alargamento das funções do éthos privado, ainda que subvencionada pelo poder público" (ARAUJO, 2017, p. 73). Parte-se do princípio de que o atendimento educacional na etapa da educação infantil no município estudado vem sendo viabilizado em três modalidades: rede pública direta, "rede" conveniada e pelas unidades públicas com gestão privada; as duas últimas pela atuação de entidades sem fins lucrativos de direito privado, normatizados pelo termo de convênio e contrato de gestão respectivamente. Para atender aos objetivos da pesquisa, levantaram-se dados da operacionalização das três modalidades de atendimento, tais como: normativas, matrículas, contratos, por meio da página de transparência e do sistema Integre da Prefeitura Municipal de Campinas e sites oficiais, como INEP, SEADE e IBGE. Foram acessadas bibliografias do banco de teses e dissertações da CAPES, literatura histórica do município de Campinas do Centro de Memória da UNICAMP, documentos oficiais do arquivo municipal, sites das entidades, entre outros. O estudo mostrou que o setor privado superou a oferta da educação infantil pública em Campinas a partir da ampliação da oferta por meio das instituições sem fins lucrativos, de três formas: 1) ampliação de vaga nas instituições privadas conveniadas, 2) criação de filiais pelas instituições conveniadas existentes e 3) criação de novas associações privadas, qualificadas como Organização Social (OS), a partir de 2007. Evidenciou uma ampliação significativa da oferta da educação infantil pelas instituições em fins lucrativos em Campinas em aproximadamente 11 mil vagas na série histórica, enquanto a rede pública oficial encolheu 2.011 no mesmo período. Abstract: This research presents and analyzes the participation of non-profit institutions in the provision of early childhood care in Campinas, highlighting the period from 2007 to 2016, because it is constituted as a period of the Fund for Maintenance and Development of Basic Education and Valuing of Education Professionals (FUNDEB), law n. 11.494/2007, in which early childhood education and non-profit institutions were included in the distribution of fund resources. Previous research conducted by the GREPPE, by Arelaro (2008) and Araujo and Pinto (2017), indicate that the inclusion of the non-profit private sector in the policy of distributing the fund is "a result of the intense process of extending the functions of the private ethos, even if subsidized by the government" (ARAUJO, 2017, p. 73). It is assumed the existence of three different types of educational services in the kindergarten stage in the city studied: those performed by public government, by the agreement between public and private, and by privately managed public units; the last two for the performance of non-profit entities under private law, regulated by the term of agreement and management agreement respectively. In order to meet the research objectives, data were collected on the operation of the three service modalities, such as: regulations, registrations, contracts, through the transparency page and the Integre system of the Municipality of Campinas and official sites, as INEP, SEADE, and IBGE. Bibliographies of the thesis and dissertation database of CAPES, the historical literature of the Campinas municipality of the Memory Center of UNICAMP, official documents of the municipal archives, websites of the entities, among others, were accessed. The study showed that the private sector surpassed the offer of public early childhood education in Campinas from the expansion of the supply through non-profit institutions in three ways: 1) expansion of vacancies in private institutions, 2) creation of subsidiaries by the institutions and 3) creation of new private associations, qualified as a Social Organization (OS), as of 2007. There was a significant increase in the offer of early childhood education by the for-profit institutions in Campinas, in approximately 11 thousand vacancies in the historical series, while the official public network shrank 2,011 in the same period.
