Resumo: O objetivo desta tese é compreender como o setor de transportes terrestres (ferrovias e rodovias) no Brasil se relacionou com a atuação do capital internacional no país entre 1956 e 1998. Nossa hipótese é que a política de transportes terrestres se moldou às estratégias do capital internacional nesse período, acompanhando as transformações do sistema capitalista mundial. Argumentamos que a principal finalidade dos investimentos em rodovias e em ferrovias tem sido manter a subordinação a interesses externos ao país. Abstract: The aim of this thesis is to understand how the land transportation sector (railroads and highways) in Brazil has been related to the actions of international capital in the country between 1956 and 1998. Our hypothesis is that land transport policy was shaped by the strategies of international capital during this period, following the transformations of the world capitalist system. We argue that the ultimate purpose of the investments in highways and railroads has been maintaining subordination to interests outside the country. Based on this, we relate the changes in transport priorities to the shift in the center of dynamism of the Brazilian economy, shifting from industry for the domestic market to exports of primary goods Ver menos
