Abstract: The article describes and analyses the Brazilian systems of evaluation of basic education, focusing design and methodology, the implementation process and the difficulties in using the results for improving quality at school level. The second part studies the case of Sao Paulo with emphasis on the agenda of educational reform and policies to improving the quality of education.
