Title: Impasses E Perspectivas Para A Democratização Da Gestão Escolar - Os Especialistas Técnicos Em Questão

Abstract: Intending to understand the contradictions of educational policies in their legal propositions, this study investigates the role of technical specialists in education, keeping in view the process of school management democratization. Developed through theoretical qualitative research and basing analysis upon educational law as primary data (Laws 5540/68 and 9394/96), this study covers a period extended between 1964 and the current days, relating the cited laws to their environing reality. Educational law, conceived as an element or dimension of public policies, characterizes a structure for the reproduction of social relations and makes its content for work organization oscillate between a period of centralization and fragmentation and a next of decentralization and participation. Perceiving the ambiguity of legal enunciations, the challenge currently facing educational institutions is the occupation of autonomy spaces in order to build a school organization which superate its capitalist limits and become a democratic institution supporting social interests. Given the above perspective, this text presents an analysis of legislation in various contexts, emphasizing the role of specialists in the process. Finally, the article tries to define the school manager as the teacher and his commitment to conscious participation, theoretically and practically, in the school managing decisions.
