|Title:||O Setor Não Lucrativo Na Gestão Da Educação Pública: Corresponsabilidade Ou Debilidade|
|Abstract:||The present paper deals with issues related to the increased presence of nonprofit institutions, generally identified as members of the Third Sector, in the acting of management education in Brazil. The expansion of this strategy occurred especially after the promulgation of legal mechanisms, such as the Constitutional Amendment No. 19 of 1998 that introduced profound changes in the management of public administration. The validity of EC-19/98 consolidated the relationship between government and the private sector, increasing privatization of functions till then exclusive of state, notably those relating to the provision of public policies, particularly education. Intending to meet a false perception of the concept of quality in educational services, it is observed that the permittivity lawful of these mechanisms has enabled in an articulated manner to a political apparatus and legal-administrative, the allocation of public funds for private initiative, expanding the possibilities of formalization of public-private partnerships.|
