|Abstract:||The objective of this paper was to propose a model to evaluate the management practices adopted by the Federal Institutions of Higher Education in Brazil, considering the planning and budgeting as two important management tools in order to allow them to use rationality and transparency of public resources. In these five dimensions: Efficiency, Effectiveness, Effectivity, Equality and Consistency of Data - were proposed. This model served as a basis for support of the evaluation process conducted at the Federal University of Rio de Janeiro, whose object of study was the prevailing style of management at this institution during the period 2005-2010, with a focus on participatory budgeting. We mention as guiding principles of this assessment tool, its ability: (1) to assist in identifying strengths and weaknesses included in the current managerial practices, and (2) to act preventively (formative evaluation) providing guidance and proposing feasible and sustainable actions, thus contributing effectively to the performance of institutions, regarding the fulfillment of their goals and objectives.|
