Resumo: O tema/problema que deu início a esta dissertação foi o estudo de técnicas de benchmarking e empreendedorismo. Para uni-los surgiu a ideia de estudar como diferentes técnicas de benchmarking podem alterar os resultados das avaliações comparativas entre os sistemas de empreendedorismo, por meio da pesquisa Global Entrepreneurship Index (GEI), realizada pelo instituto Global Entrepreneurship and Development Institute (GEDI). O trabalho tem como objetivo testar se o uso de diferentes técnicas de benchmarking (key performance indicators e análise envoltória de dados) interferem no resultado das avaliações de desempenho dos sistemas nacionais de empreendedorismo (SNE). Trata-se de um estudo exploratório e inédito com vistas a alcançar três objetivos específicos: identificar como as técnicas avaliam o desempenho e os gargalos dos SNEs, testar se ambas as técnicas sugerem os mesmos pontos de referência para melhoria de desempenho e, avaliar se as duas técnicas sugerem as mesmas áreas prioritárias para melhoria de desempenho. As justificativas para o estudo podem ser sintetizadas em duas vertentes: a teórica, que sofre da falta de estudos mais abrangentes e sistemáticos sobre o tema; a econômica, que prega a relação existente entre crescimento econômico e empreendedorismo e o importante papel desempenhado pelas empresas nascentes na geração de postos de trabalhos. A justificativa para o uso do GEI como principal fonte de dados deve-se ao fato que é a única pesquisa em âmbito internacional, a integrar os aspectos individuais e contextuais do empreendedorismo. A metodologia compreendeu a utilização do sistema empreendedor brasileiro como exemplo para a aplicação e avaliação das técnicas de benchmarking como abordagens para mensurar e analisar comparativamente os sistemas empreendedores. Uma análise de sensibilidade foi realizada para identificar a influência das variáveis no desempenho dos sistemas empreendedores. Os resultados obtidos apontaram para diferenças significativas entre as técnicas, as quais interferem nos resultados das avaliações de desempenho dos sistemas empreendedores, uma vez que, as técnicas apresentam diferenças no enfoque na avaliação, o benchmarking por KPI avalia o desempenho em termos de saídas, enquanto o DEA avalia o desempenho em termos de eficiência, fato que contribuiu para a identificação de diferentes pontos de referência para melhoria de desempenho, além de áreas prioritárias distintas. Embora interfiram nos resultados das avaliações, a pesquisa mostrou que essas técnicas podem ser combinadas para ampliar as análises comparativas, uma vez que a técnica KPI se mostrou mais indicada para a compreensão da dinâmica dos sistemas de empreendedorismo, considerando os fatores individuais e contextuais, enquanto o DEA é mais indicado para avaliar a capacidade dos sistemas de empreendedorismo em produzir externalidades positivas no que se refere a criação de empresas inovativas de alto crescimento

Abstract: Theme/problem that started this dissertation was the study of benchmarking techniques and entrepreneurship. To unite them came the idea of studying how different benchmarking techniques can change the results of comparative assessments among systems of entrepreneurship through the Global Entrepreneurship Index (GEI) survey conducted by the Global Entrepreneurship and Development Institute (GEDI). The objective of this study is to test whether the use of different benchmarking techniques (key performance indicators and data envelopment analysis) interfere in the results of the performance evaluations of the national systems of entrepreneurship (NSE). This is na exploratory and unprecedented study aimed at achieving three specific objectives: to identify how the techniques evaluate the performance and bottlenecks of the SNEs, to test whether both techniques suggest the same benchmarks performance imporvement, and to evaluate if the two techniques suggest the same priority areas for performance improvement. The reasons for the study can be synthesized in two ways: the theoretical, which suffers from the lack of more comprehensive and systematic studies on the subject; which predicts the relationship between economic growth and entrepreneuership and the importante role played by the nascente compaies in generating jobs. The justification for using GEI as the main source of data is due to the fact that it is the only research in international scope to integrate the individual and contextual factors aspects of entrepreneurship. The methodology included the use of the Brazilian entrepreneurial system as an example for the application and evaluation of benchmarking techniques as approaches to comparatively measure and analyze systems of entrepreneurship. A sensitivity analysis was performed to identify the influence of variables on the performance of systems of entrepreneurial systems. The obtained results pointed significant diferences between the techniques, which interfere in the results of the performance evaluations of the entrepreneurial systms, since, the techniques presente diferences in the focus in the evaluation, the benchmarking by KPI evaluates the performance in terms of outputs, while the DEA evaluates performance improvement, in addition to distinct priority areas. Although they interfere in the results of the evaluations, the research showed that these techniques can be combined to expand the comparative anayzes, since the KPI technique was more indicated for the understanding of the dynamics of the systems of entrepreneurship, considering the individual and contexctual factors, while the DEA is best suited to assess the ability of systems of entrepreneurship to product to produce positive externalities for the creation of high growth innovative firms
